Kachmar replaces Leona Baylor, who held the position for the last three years, after Baylor failed to get enough votes from city council members to retain her post.
Those city council members who voted to keep Baylor — Alex Bethea, Kathy McBride and Verlina Reynolds-Jackson — did not attend Kachmar’s swearing-in ceremony.
Kachmar has more than 20 years of experience working as a municipal clerk or administrator in New Jersey. Most recently he worked in Sea Bright.
