The Office of Juvenile Justice and Delinquency Prevention has released the OJJDP FY 2014 Second Chance Act Comprehensive Statewide Juvenile Reentry Systems Reform Planning Program. FUNDING AMOUNT AND MATCH REQUIREMENT
The amount of funding available is up to $100,000 for a 12 month project period. There is a 50% match required of the total project not the requested federal amount. Therefore, if we request $100,000, we have to provide $100,000 match for a project total of $200,000. Below is a summary of the Goals, Objectives, and Deliverables and what are Allowable Use of Funds as outlined in the solicitation.
Future Years Funding: Implementation Awards. If an applicant receives a FY 2014 planning
award under this program, OJJDP will invite them to submit an application to compete for future funding that could include an individual implementation award. In FY 2015, OJJDP expects to make as many as four total implementation awards, totaling $1 to $2 million each that will enable states to implement their strategic plans to reduce juvenile reentry recidivism rates and improve positive youth outcomes.
Goal:
The Second Chance Act Comprehensive Juvenile Reentry Systems Reform Planning Program will fund, at the state or local levels, policy and practice reforms to juvenile reentry systems and processes that reduce recidivism rates and improve positive outcomes for youth returning from confinement in state or locally run and/or managed juvenile correctional facilities. These reforms should advance the adoption, integration, and effective implementation of the principles and practices that research has demonstrated improve youth outcomes, which are outlined in Appendix A: Second Chance Act Grantees: What You Need to Know to Ensure Your Program is Built on Principles of Effective Practice. OJJDP requires applicants to clearly articulate how their planning process and proposed systems reforms will advance these principles and practices.
Planning and Capacity Building Deliverables and Allowable Use of Funds:
Successful applicants will develop a collaborative approach to planning and capacity building to improve youth reentry outcomes. OJJDP expects grantees to focus their efforts during the planning program on the completion of a number of specific deliverables related to these requirements, including the following:
- establish a task force or committee to develop a juvenile reentry systems reform strategic plan and guide and oversee its implementation.
- develop and implement an outcome measurement and evaluation plan.
- development of a juvenile reentry systems reform strategic plan.
- development of an implementation plan that identifies how the grantee will execute the strategic plan.
- establishment of a sustainability plan.
