The ordinance was first drafted by Councilwoman Phyllis Holly-Ward after hearing the concerns of fellow council members when George Muschal was serving for four months as mayor after the ouster of former Mayor Tony Mack while keeping his position as council president. Although she penned the language, Holly-Ward voted against the measure, saying it was taken from her by Council President Zachary Chester when he became council president last month.
“I didn’t get any respect or consideration,” Holly-Ward said.
Holly-Ward previously alleged that Chester made a deal with anther council member to make that person president pro tem if he or she voted in favor of him for council president. Chester denied these allegations.
